HISTORY OF THE DEVELOPMENT OF BALTIMORE COUNTY
Many people across the country are familiar with Baltimore City, Charm City. But, Baltimore County, which surrounds Baltimore City from Pennsylvania on the West, Anne Arundel County on the East, Howard County on the Souty and Harford County on the North is a lovely area of small town, government complexes and large areas of farm lands.
Fact: Did you know that Baltimore County ranks among the top 10 jurisdictions in the United States when it comes to preservation of farmland? Or that two-thirds of our land remains rural?

This didn't happen by accident. Baltimore County began practicing Smart Growth long before the term was invented. We drew the line on suburban sprawl 30 years ago with an "Urban-Rural Demarcation Line" separating the rural north from urban development in the horseshoe around Baltimore City. The URDL, as it's called, is where extension of public water and sewer - a necessary ingredient for intense development - ends. Drive west on Shawan Road as you leave Hunt Valley, and you can actually see the division. Above the URDL, Baltimore County has some of the most restrictive zoning in the U.S.
But, that also gives Baltimore County an opportunity to (1) preserve the open space and (2) limit growth and construction to large lot devopment only, estate homes and rural improvement.
Maryland Agricultural Land Preservation Foundation Created in 1979, this program has been dedicated to preserving farmland and
fostering commercial agriculture. With joint funding by the County and the State, over 17,000 acres of farmland have been preserved in Baltimore County. To qualify for this program, a farm must be a minimum of 50 acres or located adjacent to a preserved property. Applications to sell development rights may be made annually by July 1st following enrollment in an Agricultural District. Landowners receive cash payments for participating in the easement program.
