The mission of the Baltimore County Office of Planning is to provide
long range, and current planning to implement the Baltimore County Master
Plan. Planning is conducted to preserve and enhance the quality of life
and to provide for suitable growth and development. The Office also
identifies current and future land use and public facilities needs for
Baltimore County.
This service is delivered through research, professional planning
applications, and public participation. The Office also assists public
officials in developing and adopting public policies designed to meet
those needs. The mission of the Baltimore County Office of Planning is further
defined in its Charter obligations to:
- (a) recommend a master plan for adoption by the County Council;
- (b) recommend to the Director of the Budget a six-year Capital Program;
- (c) review and recommend for approval or disapproval of plans for development in the County;
- (d) recommend zoning map amendments to County Council or the County Board of Appeals for adoption, as well as recommending zoning and development regulations and amendments thereto.
On January 23,1997, the Office of Planning held a kick-off meeting for the County's Master Plan 2010 process. Over 160 community, government, and business representatives attended the presentation. Staff presented the time schedule, the function of the advisory groups to be formed, and some of the master plan issues facing the County:
- Managing regional and local growth;
- Maintaining and stabilizing residential neighborhoods;
- Redeveloping commercial and industrial sites;
- Completing infrastructure requirements in the growth areas;
- Maintaining compliance with Smart Growth and related State mandates;
- Strengthening and improving schools with regard to physical plant and curriculum to attract/maintain homeowners.
